Last week, the Sheriff’s 9-1-1 dispatch received a violence, domestic disturbance in progress call at a residence on Highway 71 South. Dispatchers had an open line from the caller and were able to hear the active disturbance. The dispatcher heard the suspect threaten to kill the victim. Deputies and a Greenwood Police officer were dispatched to the scene.

Upon arrival, the officers came into contact with suspect, Randall English, a 29-year-old white male. English was holding his mother by the throat and holding a knife to her chest. Deputy Richard Rivera ordered English to drop the knife, which he refused. Deputy Rivera and Officer R. J. Whitworth were in fear for the victim’s life and there own. Deputy Rivera fired one round from his department issued sidearm, striking the suspect in the right shoulder. Deputy Rivera requested EMS and additional assistance.

EMS responded along with first responders and treated the suspect on scene. English was transported to a local hospital where he was treated for his injury and release to Sheriff’s Deputies’ custody. English was transported to the Sebastian County Adult Detention Center and booked on Aggravated Assault on a family member. Additional charges may be filed.

Investigators are also investigating a possible attempted arson to his mother’s residence while she was inside. The Arkansas State Police was called to the scene to investigate the officer involved shooting. This is a normal procedure to have an independent, outside agency to conduct this portion of the investigation. The Sebastian County Sheriff’s Department is conducting an internal investigation as well as investigating the aggravated assault on a family member, and other possible charges. The investigation is ongoing.

Deputy Richard Rivera has been placed on paid, administrative leave. This action is also per departmental policy in dealing with officer involved shootings or other traumatic situations. Counseling will be provided to both, Deputy Rivera and Officer Whitworth.
